Yes, it is.  Rare Patient Voice has paid over 10 million dollars to date to patients and family caregivers to participate in these kinds of market research studies.  They also have an A+ rating from the Better Business Bureau.  The only other market research panel I know of with this rating from the BBB is Survey Savvy.

Who can join this panel?

Anyone who is a patient or caregiver of a family member diagnosed with a rare or non-rare health condition or disease.  Rare Patient Voice accepts participants from the United States, Canada, the UK, Germany, France, Italy, Spain, Australia, and New Zealand.

How will I get paid?

Rare Patient Voice pays you by check or electronic payments for every survey, interview, and/or focus group you complete.  The only time you will not receive cash is if the study tells you upfront you will receive a gift card but those are the exception and not the norm.

When will I get paid for my participation?

After the study is closed and the client confirms your participation, Rare Patient Voice will submit their checks for payment on Fridays.  The checks go out by Monday or Tuesday.  You will be happy to know that their checks never expire.
